Universal Energy Saver for power adapters

Problem context :
I always leave power adapters on the plugs, when devices are fully charged or even when they are not charging devices. This is a waste of electricity, it generates heat, lowers the battery life and my bill costs are higher than they should be.
Proposed Solution :
I propose to provide a "Energy Saver" system that looks like an adapter (it could also be build within a multicord device).
its place would be between the power plug in the wall and the power adapter. Power adapters of the following devices can be used : mobile phones, game consoles, mp3 players, computers, PDA, personal video - cordless home appliances (with a battery)
It would switch completely off power adapters that are not charging devices or when devices are fully charged.
The basic concept is that the power saver cuts off the electricity when there is no electricity needed.
It could be an adapter for a single plug or be built-in a multicord adapter. It also should work worldwide with 50/60 Hz and 110/220V.
There are many advantages to this product :
- lower electricity consumption therefore electricity bills
- increase battery life by respecting battery cycles (no charge in the middle of a battery cycle)
- contributes to sustain developement (less heat is generated, and electricity is saved)

I had this idea as well. This is not bad. The challenge is figuring out how the device will know when the charger is in use vs wasting power. Probably something like an ammeter. Once you can get that, how about putting an indicator light on the side that compares the wasted power to the average energy cost and indicates when the device has paid for itself, or an LCD the keeps track of your total savings.
